Sheff Wed Faces Major Issues, Declares Independent Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The team's ongoing struggles represent a a "major concern" and the football regulator is seeking powers to investigate clubs in similar circumstances, the recently named head the official has announced.

Through a comprehensive talk, Kogan, who was recently selected, expressed "sympathy" towards the club's followers.

The regulator engaged with four supporters' associations associated with the South Yorkshire club recently.

The football club have been facing challenges both on and off the pitch in 2025, with the club delaying salary disbursements on several different times, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the chairman stated.

"The club represents one of the historic institutions for football in England and in recent days we have met fan representatives.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs referred to us if they require examination and acted upon."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner the Thai businessman suggested earlier this year he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in spring months led to sanctions by the English Football League (EFL) in June, preventing the club from carrying out any transfers or loans for the following recruitment periods, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The position was created for the supporters of Wednesday, teams facing challenges where fans are dedicated to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I fully appreciate the club's situation, as I do for every team that in modern times have encountered failure, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

When asked if the oversight body could require an owner to sell a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"The final option we would consider is start getting involved with an individual club, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"In actuality, when you look back over the history of football, over the recent generations there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their clubs and ultimately refuse to accept accountability for the future."

'Mistakes could erase significant advances'

The regulator engaged officials from numerous teams to explain the responsibilities of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the football community fails, the significant advances achieved necessary will vanish incredibly quickly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"Substantial financial resources coming into football and has come into football for the past two decades, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Elite Division Worries

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I fully support the achievement and development as an commercial operation of the top division.

"As someone who appreciates the worry about compromising the Premier League as a premium product of this country. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been advising us privately they have a significant confidence."

Ideological Links

Kogan is still facing a "thorough examination" by the official appointments authority after he acknowledged providing funds to the opposition group in recent years.

The 68-year-old donated money to government minister the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the regulator explained.

"I am presently disconnected from any type of partisan engagement."
